Currently, secret talents don't work properly in live PvP. The developers are also aware of this issue. Thank you for your report

I have maxed smuthering bind lv 10 with 100% chance to stun. Its success in mission and pvp challange but when its come to live pvp its not give stun. From 5 times not give stun at all.
