Chunin Exam

Context: i'm level 20 I can't level up anymore I have only 670 health because I didn't leveled it up correctly ok I got it but how I am supposed to win in the Chunin exam (3rd instructor) if I can't level my character anymore
Okay so easy to beat it if you have 1500 HP but if not what i'm supposed to do? I tried everything, potions, changing jutsus everything possible
How I am supposed to beat it? I need to create a whole new character just to level up correctly and beat him up?
I would like some answers please thanks

It would be good if this can be changed in the future because I don't see the point or the freedom if you can't build the character yourself and because of selecting an alternative path for example the player won't have the freedom of choosing the path they like because this will impossibilite the progression of the game forcing them to make a new character
