Dark Eyes Buff!

Hello! 
Can we have a buff for the extreme talent called Dark Eyes? 
I understand that it's a low cost talent , since it is mostly passives and that's the reason it's cheap.

Can we atleast add a additional percent of chances for the passives? I'm saying this because dark eyes is very underrated and it needs to keep up to the pace of the game.

I love the talent but us dark eyes users would appreciate it if we get some buff to make game enjoyable for us too.
