Since there are implementation that guild member can buy item in marketplace using provisions, the behavior its most likely member saving provisions for themselves than donate to guild. Even there are a user that want to join guild to only collect provisions for themselves and have 0 contributions.

Here my suggestion to fixed it:
1. Guild leader/ co-leader can upgrade marketplace using provisions that collected by member donations. For example 200.000 provisions to lv up to 2.
2. Upgrading marketplace will open another options of item which have higher effect and level requirement.
3. With this member must balance between saving their provisions for themselves and donate to guild so everyone in the guild can get benefit.
