Just here to ask the devs to please make a review on Heart Stone Necklace regarding it's chance to take effect.

As you could see I'm a wind element and my innate skill which only has 5% chance of activating takes effects frequently than the said item which has 10% chance. I've acquired it since yesternight and I only saw it took effect about 2 or 3 times on all my activities which is baffling.
