Add effect for secret talent Matsuri

I think this jutsu need to have effect like other talent.

1. It cost very high cp and long CD
2. have no effect like Ninjutsu academy that use in gold. In my opinion Ninjutsu have a element advantage that give double damage and element override, I have try this jutsu and its not have element advantage nor element override.


My effect suggestion for this skill is:

Since its wood element so slowing down enemy its a best match:

Reduce it attack power but give 50% chance to reduce enemy speed and dodge chance by 20% for 3 turn

Or

Reduce it attack power but give reduce enemy speed and dodge chance by 60% for 1 turn.

Update:

I am trying to update this jutsu and I am stop at lv 9. To upgrade it into lv 10 its require 800 TP and only increase about 80 damage with also increase it CP cost. Its not worthed  to upgrade without additional effect so I stop here. I hope dev consider to give it another effect and not just giving damage.
