Its write remove all negative user + 900HP
When u got blind from enemy then u using this jutsu, it's not remove the blind (negative status)
my conclusion : it will be purify (remove all negative status) when your jutsu (soul impluse) hit on the enemy
i mean when player using this jutsu the trigger effect purify first regardless of whether it hits the enemy or not
