what skill build should I go for? like how many disables or dmg etc? for PVP and PVE?

for PVP
have 1-2 disperse (much better if they are taijutsu moves because you get 300 extra dmg thanks to 8ex), 2 crowd control, 2 sustain, save up for soul impulse and upgrade it
PVE
dmg, cut hp for bosses, sustain if you like go solo bosses
