i have confirmed this and it also happens on the kurosemi, ill check out on other weapons

There's a chance for the conditional bleed to not be inflicted on the target if there are 2 or 3 opponents.
E.g: I targeted the middle one but the bleeding effect appeared on the lower one.
This might probably happen to the S7 sword reward too.

Bleed doesn't activate in live pvp upon successful fulfillment of the conditions.
If the S7 sword reward is available, it will probably in the same situation as what Kusanagi has at the moment.
